The State Electoral Commission website is showing the Bathurst mayor has recorded a record swing of almost 38 per cent to wrest the seat from the Labor Party for the first time since 1991.
With 84 per cent of votes counted locally, Cr Toole is sitting on the largest swing in the state, winning 74.8 per cent of the vote on a two-party preferred basis.
The Nationals have also won the seat of Dubbo (Tony Grant) and retained the seat of Orange (Andrew Gee).
Statewide, today's election has delivered the electoral massacre most polls had tipped for the Labor Party.
Barry O'Farrell will become the state's new premier, with Labor tipped to win just 19 or 20 seats in the new parliament.
