The blaze was sparked by an incendiary device.
Two of the young people are aged 15 and two are 17. They are currently being dealt with under the Young Offender’s Act.
Detective Senior Constable Adrian Graham said Chifley Local Area Command investigators tracked a number of the components used to make the incendiary device.
They were able to follow the trail back to where the individual components were bought.
“We don’t allege that the lighting of the fire was intentional, but the consequences of creating that kind of device could have been death,” Det Graham said.
“That kind of irresponsible act can lead to unintentional consequences. And that was what happened on that day. The combination of high temperatures and dry grass compounded this reckless act and made it worse,” he said.
Det Graham said it is quite obvious that setting the fire was not the intention of the juvenile offenders.
