DisabilityCare Australia will be rolled out at a cost of $19.3 billion over seven years. From July 1, 2014, the Medicare levy will be raised by half a percentage point. This will raise $20.4 billion between 2014-15 and 2018-19. The states also will contribute and will be allocated $9.7 billion over 10 years from the increase in the Medicare levy.
The government will spend an extra $2.2 billion in the Medicare Benefits Schedule across five years and $33.8 million is being invested in the General Practice Rural Incentive program in 2013-14.
New medicines in the Pharmaceutical Benefits Scheme will receive $691 million over five years. Drugs will help in the treatment of Parkinson’s Disease, chronic nerve pain and chronic hepatitis C.
Expanding the target age range for BreastScreen Australia receives $92.2 million over four years; bowel cancer screening gets $16.1 million over four years
The government will provide $19.5 million over four years to continue and expand the McGrath Foundation Breast Care Nurse initiative. That is about 13 new positions. The extra nurses will support Regional Cancer Centres.
In all, $226 million will go towards cancer care and research. A new prostate research centre gets $18.5 million over four years, $42.1 million over four years will go to bone marrow transplants and the Youth Cancer Network program, run by CanTeen.
EDUCATION
Over six years from 2014/15 there will be a $9.8 billion investment in school reforms. The reforms aim to deliver greater equity in school funding, improved teacher selection, training and mentoring and more assistance for schools facing disadvantage.
The Gonski review proposed a more equitable and consistent system for funding schools. Students with disability, from a low socio-economic status, non-English speaking or indigenous background, or attending a regional, remote or small school will benefit from extra public funding on top of the basic per-student amount.
Investment in higher education funding is expected to be $51 billion over five years.
The government will provide $314.2 million over five years to boost the quality of early childhood education and support workplace reform.
An extra $97 million from 2014 to 2017 for extra Commonwealth-supported places for sub-bachelor and postgraduate courses.
RAIL and ROADS
The two big items are urban public rail projects - $715 million for Brisbane Cross River Rail and $3 billion for Melbourne Metro.
Extensions to Sydney’s M4 and M5 will receive $1.8 billion; the F3-M2 missing link gets $400 million; Brisbane’s Gateway North upgrade receives $718 million; widening the M80 ring road in Melbourne will receive $525.1 million; the Swan Valley Bypass gets $41 million and the South Road upgrade in Adelaide gets $448 million.
Through the Nation Building Program, $500 million over 10 years will go towards upgrading the Midland Highway in Tasmania. About $4.1 billion will be spent on the Bruce Highway in Queensland.
ENVIRONMENT
The Murray-Darling Basin Plan is a $3.5 billion investment over 12 years, with $40.2m set aside in 2013/14 and $60.5 million the following financial year.
Reef Rescue is a $200 million program to protect the Great Barrier Reef.
As part of the National Drought Program Reform, the government will invest $99.4 million for a new Farm Household Allowance, which will support farmers in hardship.
The government will provide an additional $94.5 million over five years to support the implementation of the Tasmanian Forests Agreement and help provide certainty for Tasmania's forestry industry, support local jobs and communities and protect the state's forests.
SENIORS
The government will trial a new $112.4 million measure to assist senior Australians to downsize to a home more suitable to their needs without reducing their age pension.
The government is providing an additional $9.9 million to extend the Broadband for Seniors initiative.
It is also investing $660 million over five years to improve incentives for aged care providers to invest in residential care facilities, including those in rural, regional and remote areas.
The Superannuation Guarantee has been raised from 9 to 12 per cent from July 1, 2013 to July 1, 2019, boosting retirement savings of 8.4 million Australians.
DEFENCE
The government will provide $585.7 million over four years for the net additional cost of continuing Operation Slipper, Australia's contribution to international efforts in Afghanistan and the Middle East.
It will also allocate $83.9 over two years for reparation payments for victims
LAW and ORDER
The government will provide $434.1 million over four years (including $66.8m in 2012/13 and $43.2m in capital funding) to fund the Royal Commission into Institutional Responses to Child Sexual Abuse.
The government will provide $64 million over four years to establish a National Anti-Gang Taskforce to fight gang-related crime across Australia, and a new Australian Gang Intelligence Centre.
The government will provide $40.9 million over four years for the establishment of a National Crime Prevention Fund to target street crime and gang violence.
PRODUCTIVITY
A $1 billion investment in boosting Australian innovation, productivity and competitiveness under a program called A Plan for Australian Jobs.
Four-year Future Fellowships for 150 people will cost $135 million. The fellowships aim to attract and retain the best Australian and international mid-career researchers in areas of crucial national importance.
An additional $15.7 million will be provided to continue to engage local employment coordinators in 20 vulnerable labour markets to drive local solutions to unemployment.
