The 27-year-old from Queanbeyan, whose identity is the subject of a non- publication order put in place by magistrate Michael Allen, was arrested in Bathurst on Thursday afternoon.
Police allege the 27-year-old made contact with the 14-year-old girl over a social networking site in an attempt to groom her for sexual activity.
Detectives from Chifley Local Area Command arrested the man about 12.15pm on Thursday in a toilet in Bicentennial Park.
Acting Superintendent Colin Cracknell from Chifley Local Area Command said police allege the man came into contact with the victim via the internet and the two exchanged communications.
Arrangements were made for the man to travel to Bathurst to meet with the teenager to have sex.
Supt Cracknell said the victim’s parents contacted police after becoming concerned about “something the teenager said to them”.
He said Chifley Local Area Command used the resources of the State Crime Command and Child Exploitation Unit, which continued to communicate with the man up until his arrest on Thursday.
He was subsequently charged with using a carriage service to groom a person under the age of 16, producing, disseminating or possessing child abuse material (four counts) and using a carriage service to transmit child pornography.
He was refused bail and appeared before court yesterday, where police prosecutor Nishant Ramavat also opposed a bail application.
Sergeant Ramavat said the crown case against the accused was “very strong”, noting the man continued to communicate with the young person even though he was fully aware she was only 14.
He said the accused sent photos of his face and penis, as well as videos, and requested the same from the victim.
He said the accused intended to have sexual intercourse with the 14-year-old and had allegedly discussed various positions, and locations where this would occur.
During a search of the accused’s vehicle, Sergeant Ramavat said police will allege they found a sealed bottle of lubricant and a box of condoms.
When they looked in the accused’s mobile phone, police further allege there were 30 photos of a young person he had organised to meet, as well as 100 naked photos of a girl police believe is under the age of 16.
Sergeant Ramavat said there were also images found of an unknown female, no older than 12, naked on a bed, as well as images of an unknown girl no older than 10.
He said police expect further charges to be laid against the man.
Defence solicitor Leigh Haywood told the court her client was employed full time and had strong ties to the community.
However, Mr Allen refused bail, saying the accused “represented a risk to young females in the community”.
He ordered a brief be served by February 28, 2014, with the matter adjourned until March 17, 2014 for mention.
