The promotion is part of a wider reshuffle of the cabinet by the new Premier.
"What a great honour and opportunity I've been given," Mr Toole said on Tuesday.
"I think I was chosen to be the Minister for Local Government because of the hard work I've been doing in my electorate and because of my local government experience which will help me in the portfolio.
"It's also about renewal, and freshening up the government.
"Five new ministers have been brought into the cabinet to bring in some energy and help transform NSW."
Another big winner in the reshuffle was Dubbo MP Troy Grant who has been named as the new Minister for Hospitality, Gaming and Racing as well as Minister for the Arts.
Paul Toole began his political career in 1995 when he was elected to the Evans Shire Council. In 2005 he became the first deputy mayor of Bathurst Regional Council, and in 2007 he was elected Mayor.
