Dubbo Mayor Mathew Dickerson said the resident witnessed the vandal tag their name in black texta on business windows and Council signage in the CBD in December.
"The resident witnessed the offender in the act of defacing public property and immediately reported the incident to police," Cr Dickerson said
"The police were able to make an arrest and charge the offender with damage or deface any premises or property with graffiti implement, and with the statement from the witness, a conviction was secured against the offender last week."
"Council is pleased to offer the resident a $2,500 reward for providing information that was pivotal in securing a conviction against a vandal."
Cr Dickerson urged Dubbo residents to follow the resident's lead and report vandalism and malicious property damage to both Council and private property.
"Vandalism has cost Council half a million dollars over five years, which could have been used to build new infrastructure for the community such as playgrounds or sporting facilities," he said.
"It's not just about the money though - vandalism and graffiti have a social impact on the community which can result in fear of crime, loss of services and a general lowering of the quality of life in the community."
"I encourage any resident who witnesses an offender damaging Council or private property to please report it to the police; don't just assume someone else will report the damage.
"If it leads to a conviction for damaging Council property you will be eligible for a $2,500 reward.
"Let's keep our City looking beautiful and spend that half a million dollars on something we can all enjoy."
