Ms Willard died after the car she was driving crashed into a concrete barrier underneath the Hexham Bridge.
Emergency services were called shortly after 2.30pm on Tuesday after reports a car travelling towards Maitland had crashed on the New England Highway, near the intersection with the Pacific Highway.
Police were told Ms Willard's Nissan Pulsar crossed onto the wrong side of the road, before leaving the roadway and hitting a concrete barrier.
Emergency services arrived a short time later and a NSW Ambulance spokesperson said paramedics found Ms Willard in cardiac arrest.
She was removed from the wreckage and transported in a critical condition by ambulance to John Hunter Hospital, where she was pronounced deceased upon arrival.
Officers from Central Hunter Local Area Command are investigating the circumstances surrounding the crash and have appealed for any witnesses to come forward.
