But parents and teachers remain concerned over the funding of early childhood education and the amount of children not in formal education. 

The eight-page transition to school statement asks teachers, parents and four-year-old students to summarise their experience of relationships, independence and communication skills. 

Until now, students transitioning from pre-school to kindergarten have relied on an ad-hoc reporting system run by individual schools. 

It will give kindergarten teachers a forensic appreciation of where the kids are up to, said department of education spokeswoman, Ruth Callaghan. 

"We often talk about the child being ready for school, but what about the school being ready for the child," she said. 

"It is not about academic ability," said NSW Minister for Education, Adrian Picolli.  "This is really about making sure that we know what the child is capable of."

Debbie Delimitros' four-year-old son Christian believes he has outgrown his preschool sandpit.  "I want to do big school," he said.

Ms Delimitros said the statement was important for Christian as it meant that kindergarten teachers would be able to make "big school" work for him. 

"You have different personalities in every classroom, especially at that age. You don't want all hyperactive kids in one room and all the quiet kids in the other."

But early childhood teachers raised concerns about the levels of staffing and the high level of pressure on resources. 

"It takes time to fill out the forms, so that has to be factored into the cost," said White Dove early child care teacher, Michelle Hosking. 

"Some day care centres would need relief staff to do the paperwork."

The director of Uniting Care Children's Services, Trish Brown, echoed the teachers calls.

"We would definitely advocate for increased funding," she said.

Last week, Assistant Education Minister Sussan Ley said the federal government would commit $406 million to 15 hours of pre-school for four-year-olds across the country. 

But the NSW education minister said he would welcome more input from the Commonwealth. 

"You wouldn't find a state government that doesn't think we shouldn't get more funding," he said. 

The statement will also be distributed to parents who have not enrolled their children in formal early education. 

At Condell Park Public school over 50 per cent of kindergarten students had no experience of preschool. 

Principal Alexandra Mandel said the report card was an important step, but that it may be difficult getting parents who do not send their children to preschool to fill it out. 

This applied particularly to parents from non-English speaking backgrounds, she said. 

"It would take more time to note down the information orally from some parents."
