Windradyne 1000 is set to be council's biggest development so far, comprising 124 homes to be built on Colville Street, Governors Parade, Barr Street, Grimes Street, Adams Street, McLean Street, Twynam Avenue, Poate Street and Matthews Street on the western fringes of Windradyne.

The first stage will comprise 57 lots which will again be sold by council's controversial ballot system.

Lots in the first stage range in size from around 900 square metres to 1060 square metres and will go on the market for $165,000 to $180,000.

General manager David Sherley said the sale process, approved by councillors in a confidential meeting, reflected the current market.

"We have a look at what it costs council to develop the lots and look to see what other lots are selling for in the marketplace and after assessing that we settle on a price," Mr Sherley said.

"We would expect strong demand for these lots, just as we've seen for other council developments."

Registration for the ballot will open soon and the draw is expected to be conducted in May.

The 57 lots in Windradyne 1000 will be the first sold by council since it made changes to its ballot system last year.

Under the previous system an 'entity' (a person, company or trust) could apply for two numbers in the draw. However, they can now only apply once.

Each application must be accompanied by a $2000 deposit which is refundable if they are unsuccessful in securing a piece of land.

Prior to the recommended change, an entity making two applications would find themselves paying $4000 up front.

But the changes still do not address an issue many people have found unfair in the past the ability to enter the ballot multiple times by using different entities.

It has been suggested the land ballot favours building companies over the individual wishing to purchase land to build a family home.
