Nigel Swan, who lives on Mountain Straight at Mount Panorama, has taken council to task over its spending plans.
Mr Swan wrote a detailed letter to council detailing his concerns as part of the submission process for the management plan which was formally adopted last week.
Mr Swan's letter says it all.
"I wish to voice my disapproval of some aspects of the BRC budget. The money allocated for the Moto GP track at Mt Panorama is misguided. The money allocated for the BMX track is excessive," his letter states.
"The proposed budget should also be rejected because BRC has not made clear exactly what they are thinking, so therefore ratepayers are unable to make an informed decision and council considers a lack of criticism as approval from ratepayers,whereas all you have done is to deliberately keep information away from ratepayers.
"How many ratepayers know that you are considering a fully independent Moto GP track with all new pits, spectator facilities, parking, etc or what usage you are planning? How many ratepayers know how much it costs to bring Moto GP to our track each year? By keeping everyone in the dark and not being open about the total cost or the ongoing costs to ratepayers ... no one can offer criticism of your budget.
"In regard to the BMX track, I think if you gave the BMX club $1 million and told them to build a BMX track they would be over the moon. I was involved in building the motocross track at the top of Mount Panorama and we built all the jumps,cleared some trees and built starting gates, with very little help from government sources and would have been lucky to spend more than$20,000, so why would a BMX track cost $1 million?"
"Note ... I am completely 'for' a BMX track and a Moto GP track - just not shoehorned into a tiny bit of flat ground in a residential/educational area and therefore subject to inevitable restrictions of use. It needs real space. Remember that motorcycle racing in Bathurst started at Yetholme in 1914,moved to the Vale Circuit and then to Mt Panorama in 1938 and now it needs to move again,but it would require a council with vision," his letter said.
Mr Swan's letter was tabled as part of the submission process, but it did not result in any amendments to the management plan.
