Carter was too strong in the run home for Steve Bennett and early leader Mark Windsor.
A high standard of racing was on show, indicating the depth in the grade.
Karl Addison showed his good form of late, going on the attack early in the event as Windsor joined in on the move.
The pair worked well together and it wasn’t until the mid-section of the race that the peloton closed in on the aggressive leaders.
However, Carter managed to bridge the gap to Addison and Windsor and the trio worked together to maintain the lead on Quarry Hill.
With the leading trio looking dangerous, the chasers did their best to bridge the gap and the race came together in the closing stages of the event for a bunch sprint.
Classy sprinter Carter still had plenty to give after his early efforts, and was too fast for Bennett and Windsor in the dash to the finish.
Ryan O’Donnell was fourth in front of Brad Roughley and triathlete Nick North.
The hard-riding Addison was seventh ahead of Steve Scott, Daniel Went, Jim Lavis and Matt Cowley.
Geoff Short was in trouble on Quarry Hill in B grade when the climbers attacked, however, as he fell back he quickly organised a chase group and caught the leaders.
He then rubbed salt in by jumping first in the dash to the finish to record an impressive win.
Second in the race was new rider Scott James, who has been on the podium at all of his recent starts.
The evergreen Rob Stephen took third in front of climbers Brian Draper and Tim Roebuck.
Glen Partridge, Graham Stait, Chris Davis, Ian Glen and David McKellar rounded out the top 10 in a quality B grade race.
Dave Reece reversed recent results to defeat NSW masters champ Jill Harris in the C grade race.
Dan Kirby continued his good form to finish third in front of Blue Mountains rider Kevin Bell.
Tim Scott, Damien Bennett and Donna Scott were next over the line.
A breakaway trio of Kerryn Windsor, Cathy Adams and John Backhouse dominated the D grade race.
Kerryn Windsor was able to take the win from Adams and Backhouse after the three rolled across the line together.
Robyn Partridge and Phil Cole rounded out the top five.
NSW junior sprint champ Eliza Bennett showed she has been working hard on her endurance with an impressive solo win in E grade from strong local mountain bike rider Angela Jones.
Father and son combination Ian and Chris McEwen were next to finish in front of Isaiah Bennett.
