She was breath-tested at the scene at The Esplanade, near Henricks Avenue, and returned a positive reading. Police are waiting on the result of blood tests before charging her.
Her bright blue Beetle crashed several metres nose-first into the rocky bottom of the bay, which spills into Parramatta River.
A crane lifted the car from the water in the early hours of Monday morning.
Emergency services were called to the crash about 11.15pm on Sunday.
The woman was later treated for minor injuries at Royal Prince Alfred Hospital. A 33-year-old male passenger, from Drummoyne, was not injured in the crash.
Police investigations are continuing.
