Joseph Duncan Doolan, 49, of Boyd Street, Kelso did not appear to answer the charge of common assault before magistrate Michael Allen on June 20, and was convicted in his absence and had a warrant issued.
The court heard how on May 4, 2016 Doolan attended Centrelink but became hostile towards staff when told Centrelink would not pay his electricity bill.
He began yelling and swearing which caught the attention of the manager who approached him and asked him to calm down.
Doolan pushed his electricity bill across the table and rolled back in his chair against the wall, saying to the manager "don’t be disrespectful."
Doolan was told to call head office about the bill from a nearby phone which he then bashed against the wall, before being told to leave by the manager.
On the way out he kicked the automatic doors, before returning a short time later.
He threatened other Centrelink customers who were waiting, saying “I will hit some [expletive] in the head with a chair.”
He was again asked to leave by the manager, but refused before raising his fists up in a boxing style towards the victim before throwing a punch at her which she avoided.
A male staff member stepped in so Doolan couldn't get to the manager and police were called.
Police arrived and Doolan said “you should be respectful you mutt you invaded the country.”
