And as he stood before kindergarten students from throughout the region on Thursday morning, Cr Hanger paused for a moment before he announced the decision that had caused him such consternation.
Cr Hanger and the students were at Bathurst Library for the presentation of the winners of the Kindy Kits colouring-in competition.
The competition, featuring road safety mascot Safetysarus and recycling mascot Recycle Roo, consolidated messages taught during school visits as part of Bathurst Regional Council’s Kindy Kits program.
The program aims to develop positive road safety behaviours and encourage small, environmentally friendly changes in habits.

The overall winner, as announced by Cr Hanger, was Mikayla Soames of Eglinton Public.
