Quiney, who turned 35 on Sunday, had been a member of five Sheffield Shield winning Victorian teams, including the state's three titles in succession over the last three summers.

However with young batsmen Will Pucovski and Blake Thomson both offered full contracts for the 2017-2018 season, there was no room for the top order mainstay, who played two Tests for Australia in late 2012.

As flagged earlier this year, Peter Handscomb is the Bushrangers' new captain, although the batsman appears unlikely to have many opportunities to lead the state given his international commitments.

Handscomb takes over from Australian teammate Matthew Wade, with the wicketkeeper returning to Tasmania. Similarly all-rounder Marcus Stoinis departs the Victorian squad as he heads back to Western Australia for personal reasons.

As expected, teenage all-rounder Will Sutherland - the son of cricket Australia chief James - has been given a rookie contract after choosing to pursuit a career in cricket over football, where he was considered a likely first-round prospect in this year's AFL draft.

Quiney played 252 matches for Victoria across all formats, with Cricket Victoria general manager of cricket Shaun Graf paying tribute to the left-hander.

"Rob Quiney has been a tremendous figure in Victorian cricket throughout his highly decorated career," Graf said.

"He embodies all of Victoria's values and it's a testament to his skill and character that he's been able to achieve so much success as a player, particularly playing in our five most recent Sheffield Shield titles including the three-peat."

"We wish Rob all the best in his future endeavours, and thank him again for his contribution to Victorian cricket."

Quiney is not quite finished in professional ranks, as he remains contracted to the Melbourne Stars.

Handscomb said it was an honour to be named captain of his state. "To be able to lead such a strong and successful team that has won three Sheffield Shield titles in a row is an amazing opportunity," Handscomb said.

"Following in the footsteps of some Victorian greats like Bill Lawry and more recently Cameron White and Matthew Wade who have led Victoria to so much success, is exciting."

Other changes from last season's squad include the departures of Michael Beer, Evan Gulbis and Ian Holland - none of whom have been offered new deals - and the promotion of Pucovski, the elevation of wicketkeeper Sam Harper and fast-bowler Xavier Crone to full deals, and rookie contracts for Zak Evans and Mitch Perry.

Handscomb, Glenn Maxwell, James Pattinson and Aaron Finch all have CA contracts.
