The Local Government Act, Section 170, also clearly states that only the “mayor may give direction to the chief executive officer” and that no-one, including the mayor, can give direction to any local government employee.
So a councillor’s “power” is limited unless they have the mayor “under control”.
Hence the mayor and councillors, whose necks will now be legally on the line for every decision they make, will need to ensure that a transparent process is in place for the executive to relay the correct advice.
Is fresh best this election?
SO another week has come and gone, yet electors are still essentially in the dark in regard to selecting nine elected representatives from a field of 40 candidates in the coming local government election.
So the dilemma for most is simple: go for new, totally unknown “fresh blood” candidates or re-elect current councillors who many perceive have had plenty of chances to make a difference and have now had their time.
To use an old phrase, “is it better with the devil you know or go for the one you don't know”.
Personally, I'm favouring fresh blood with a mix of the old for continuity, but tightening up the surcingle belt just in case we get a bumpy ride.
Remember, “stability should not be confused with stagnation”.
Wait gets a little longer
COUNCIL is yet to release the formal tender documents for the design and construction of the proposed second circuit within the Mount Panorama precinct despite previously advising this would be done by late June.
My sources tell me council is negotiating to purchase another parcel of land which may allow the proposed circuit to be relocated a little further south, thus negating the need to move the Gun and Rifle Club.
It's easy to see how delays protract projects, as within a very short period, this project is two months further away.
… for roundabout as well
I NOTE cracks appearing in the support for the proposed roundabout at the intersection of Mitre and Suttor streets, with two current councillors telling voters they think it is too expensive.
The roundabout was approved to be constructed in this financial year, so I'm not sure why, during an election campaign, doubts are being raised.
Considering the support the petition had within Bathurst (it attracted more than 4000 signatures), these councillors’ election strategy is intriguing.

ELECTORS essentially playing pin the tail on the donkey in selecting candidates for the upcoming local government election. No one has a clue as background information is scant on individuals and, for most, they lack a policy platform.
