Carter finished the race in 42 minutes and six seconds, with Tony Barlow (in second), Steve Scott (in third) and Jim Lavis (in fourth) finished just a second behind Carter.
And with Tim Roebuck finishing in a time of 42 minutes and 10 seconds, the top five were separated by just four seconds.
Carter said it was a tough ride to get the win.
“B grade has got a bit of depth at the moment,” he said.
“I had to work hard to get the win. To get the win over the quality of the field, I was pretty happy.
“I won the hamper, which was pretty exciting. A heap of goodies for Christmas.”
Cyclists started at Perthville and went out to the quarry on Cow Flat Road.
Cyclists then went back down the hill towards the Newbridge turn-off, on Trunkey Road, followed by a flat run into the finish.
“It was very close finish,” Carter said.
“I’m probably more well know for my sprint. So I was trying to look after my legs for the sprint.”
Brad Rayner won A grade in a time of 37 minutes and 16 seconds, just one second ahead of Harry Carter and Craig Hutton.
C grade was won by Kalinda Robertson, who finished a second ahead of Mick Foran, while Glen Carter won D grade in his first race after a break from cycling.
