BATHURST Regional Council staff have recommended a Russell Street business owner’s application to run a small takeaway food window from his existing premises be rejected.

Benjamin Newman from Creative Cargo is seeking approval to run a “hole-in-the-wall” coffee shop from the eastern side of his business at 125 Russell Street.
Creative Cargo opened last year offering business people and entrepreneurs the opportunity to hire a desk or meeting rooms.
It was proposed that the takeaway shop would operate seven days a week from 7am-3pm, selling coffee and small pre-packaged food including cookies and cakes.
But a report to councillors by environmental, planning and building services director Neil Southorn recommends they knock back the proposal, saying it is an unsuitable business in a residential area.
“The potential impact on neighbouring residential properties is considered too significant to support this proposal,” the report states.
“Whilst certain forms of commercial development can sit comfortably within the residential zone, the coffee shop has extended opening hours of 7am to 3pm, seven days a week.
“Its location relative to the neighbouring residential properties would cause an adverse impact. The noise is likely to be enclosed in a pocket and cannot be defused on the street.”
Mr Southorn also cited concerns over car parking and a loss of privacy for neighbours.
Councillors will vote on the proposal at Wednesday night’s monthly meeting.
