Council will set aside $40,000 in its 2019-20 budget to help plan, promote and grow an annual event in each of the villages to help boost tourism opportunities.
Councillor Jess Jennings first raised the idea at a meeting in 2018 and it has been further developed by council staff since then.
Some events - including Rebellion on the Turon at Sofala and The End Festival at Hill End - are already up and running while others will be started from scratch.
A report to councillors by cultural and community services director Alan Cattermole says the first year of the funding will be an opportunity for council to consult with each village to develop individual strategic plans.
Council plans to engage a "suitably qualified consultant" to work with each village on developing a sustainable business model for each event.
"The Village Event Fund could act as an 'incubation fund' where not-for-profit entities who run events can apply for funding assistance during the emerging and growth stages of the local event activation," the report states.
"Council will determine the program funding allocation and include it in the annual budget process."
