The ransacked bins were discovered on Sunday morning by Warren Lonard, who works as a cleaner at the nearby Jack Duggans Irish Pub.
"Disadvantaged families rely on these donations to stay warm during winter, so it's disgusting to see vandals mess with community kindness," Mr Lonard said.
"It's not the first time I've seen the bins like that, and you have to question what motivates individuals to be so careless."
The same bins came to the public's attention in May last year when items were left in shopping trolleys and scattered around the site.
The Smith Family's recycling operations general manager Rick Mulhall said the "dumping of inappropriate or damaged items at clothing bins creates approximately $1 million per year in unnecessary expense for the charity."
