At the time, the state went three weeks without a single case before its fifth was recorded on February 22.

There are now just 30 active COVID-19 cases statewide, the lowest number since the government began counting them in March.

Two Victorians are battling the virus in hospital, although neither are in intensive care.

Premier Daniel Andrews warned COVID-19 was "still lurking" in the state and encouraged anyone with symptoms to get tested.

More than 17,000 tests were conducted on Tuesday.

He said scenes of crowded beaches on Tuesday's Melbourne Cup public holiday were concerning.

"We've all built this together, made great sacrifices. If we don't all value it, wearing a mask, keeping distance as much as we can ... then this won't last," Mr Andrews told reporters at Werribee Zoo on Wednesday.

"As positive as this is, as special an achievement as this is, it is fragile and won't last if every Victorian doesn't play their part."

Mr Andrews also criticised anti-lockdown protesters who gathered at parliament house on Tuesday.

Some 404 protesters were arrested, while a female senior sergeant was taken to hospital after suffering a suspected broken arm.

Another 395 fines will also be handed out for a range of offences including assaulting police and coronavirus rule breaches.

"This is shameful behaviour," Mr Andrews said.

"No one has defended the right to protest, regardless of the cause, more than me.

"But not during a global pandemic and not while your choices impact the health of every other Victorian and your choices impact the livelihoods of every other Victorian. That behaviour is not appropriate."

He said he would contact the injured policewoman.

It comes as NSW Premier Gladys Berejiklian announced her state's border with Victoria would reopen from 12:01am on November 23.

Mr Andrews said the decision would "put to bed" some "rather unhelpful commentary, rather inaccurate commentary" on Victoria's handling of the pandemic.

"The premier of NSW would not be opening her border if she did not have confidence in a couple of important things: one, the public health response in our state, but most importantly in the people of Victoria to stay the course, to see this thing off, to get the numbers low, as we have," he said.

He encouraged other jurisdictions to open to the state as well, while suggesting Victorians holiday at home.

"You want a summer holiday? We've got lots of opportunities here, lots of things on offer, the very best in the country no less," he said.

Melbourne's 14-day rolling average stands at 1.7 cases, with two mystery infections for the fortnight to November 1.

Regional Victoria has not recorded a new case in more than a fortnight.

The state's virus death toll remains at 819 and the national figure at 907.

Mr Andrews' press conference was his first since taking a short break over the Cup weekend.

Sporting a fresh haircut, he ditched the purple backdrop of Treasury Theatre for Werribee Zoo's lion enclosure to announce $84 million in funding.

"It is the first time I have not been in front of a purple wall or at my house in months and I couldn't think of a better place to be," he said.

"I have had a haircut, yes, a professional haircut - there were a few amateur ones along the way."

The premier had racked up 120 consecutive days of press conferences.
