NAC are areas offering shops and services to residents, such as Westpoint at Windradyne.
Public feedback that formed the draft plan found people wanted to live within an 800-metre radius of transport, shops and services.
The draft plan proposed building a NAC at Laffing Waters and at Eglinton, and develop housing around the sites.
Nicholas Murphy, council’s senior strategy planner, said it was hard to say when these NAC would be built.
He said the land at Eglinton was privately owned, making it more difficult to determine, but the land at Laffing Waters already belonged to council.
“We’re getting a master plan done for the whole subdivision and that would plan the neighbour activity centre as well for a large floor area supermarket, as well as a range of other community uses and specialty stores.”
Members of the public can make submissions on the strategy until December 8, 2017.
