During a ceremony in Sydney on Tuesday, Governor David Hurley presented commendations to both Mr Hoy and Bundeena man Lindsey Flynn, who also helped at the scene of the crash.
Both men are NSW RFS first aid trained personnel who responded quickly after seeing a truck and car collide near Lidcombe in August last year.
The pair removed a driver from the car and Mr Flynn began cardiopulmonary resuscitation (CPR) while Mr Hoy established an airway and deployed an oxygen bag and mask.
The pair continued working on the driver until Fire and Rescue NSW and Ambulance NSW officers arrived to take over and transport the man to hospital.
Sadly, the driver could not be revived.
