Rayner had won the opening two rounds in the battle for A grade honours, but Mark Windsor ate into his advantage when clinching the individual time trial component of the series.
Windsor was keen to draw level in the fourth round by making it back-to-back wins, but in a decisive move, Rayner attacked up the final climb.
After reaching the top of the ascent on his own Rayner still faced a tough run to the finish and behind him, Windsor was working with Josh Corcoran to reel him in.
But while Rayner’s lead was eroded in the concluding kilometres, he held on to win ahead of Windsor with Corcoran placing third.
Steve Dunstall and Dubbo’s Chris Couper rounded out the top five in front of Richard Hobson and Nick North.
Stuart Renshaw defeated David Reece in the B grade event, with Jim Lavis, Andrew McGrath and Luke Gilmer rounding out the top five.

Though missing out on the win, after four rounds Reece still holds a commanding lead in the overall B grade series battle.
The question is if that lead will be enough given Reece is now headed to Italy for the World Masters Championships, giving others the chance to eat into his advantage in his absence.
Glen Carter and Rosemary Hastings have been the dominant riders in C and D grade, and that continued in the fourth round.
Carter won the C grade event from Graham Stait and Rob Stephen, with Mick Foran and Nev Krahe rounding out the top five.
Hastings scored an impressive solo victory in D grade, defeating Garry Taunton and Alex MacQuarie.
Meanwhile, professional Bathurst cyclist Mark Renshaw will be back in action on Sunday in the 23rd edition of the EuroEyes Cyclassics in Hamburg, Germany.
A sprinters’ classic, Renshaw has finished on the podium in the past when placing second to Robbie McEwen in 2008.
However, this Sunday he will be totally focused on supporting Dimension Data team captain Mark Cavendish.
