Crime Manager, Det Inspector Luke Rankin, said police were interviewing witnesses and it was likely charges would be laid.
A spokesperson for Corrective Services NSW said they are undertaking a review after the officer, who has since been discharged from hospital, was injured.
The spokesperson said the Immediate Action Team was conducting a search of a cell when an inmate failed to comply with directions. During the incident, the officer was struck in the neck with a syringe.
The inmate has been placed in segregation and sent to the High Risk Management Correctional Centre in Goulburn.
All staff involved in the incident have been offered trauma counselling.
CSNSW and NSW Police are continuing investigations.
