David Garry Christian, 46, of Lambert Street, Bathurst, appeared in Bathurst Local Court to answer a charge of destroying or damaging property.
The matter was dealt with by way of a conditional release order without conviction, with an order to pay $190 compensation to council.
Police facts tendered to the court outlined how Christian attended the Bathurst Regional Council mechanics workshop on Peel Street on June 15 and approached staff, asking who was driving the white ute.
He said he wanted to know because a white ute had nearly run him over.
One of the employees told Christian that if he had a complaint, he should go to the front office, according to the police facts.
As he walked towards the office, however, two of the staff noticed he was carrying a pinch-bar, or crowbar, in his hand.
Christian walked into the office, where he talked with staff and was told he would have to be more specific about his complaint because council has a lot of white utes, according to the police facts.
He left the office still holding the pinch-bar and a worker inside the office said they then heard a thumping noise as the window next to their desk smashed, according to the police facts.
Another worker saw Christian lift the pinch-bar and throw it at the window, smashing it.
Staff yelled out for him to stop, but he walked from the depot.
A worker followed Christian to the Dudley Hotel, according to the police facts, where the worker pulled over and took photos of Christian.
Christian was then seen to go to a unit in Lambert Street.
Police said when they spoke to Christian, he claimed he was nearly run over by the council vehicle and he got frustrated about it.
