Bathurst Regional Council is conducting the works as outlined in its Community Access and Cycling Plan 2011.
The path had also been requested by the Bathurst Regional Access Committee (BRAC).
BRAC had previously raised concerns over the lack of access to the Service NSW building for people with mobility problems.
Further concern was raised after the Return and Earn machines were installed on the same site, as people with mobility problems could not access them without assistance.
The new footpath is expected to be complete in two weeks time, subject to weather, and will connect to the Service NSW driveway.
It will also extend to Corporation Avenue.
