A report was before councillors confirming that council would take 'level one' actions against the animals and start additional cleaning regimes at Machattie Park.
The flying foxes will not be subject to dispersal or deterrent methods.
Cr Bourke said he would not be held responsible if the trees in Machattie Park were lost because council chose not to deter the animals.
"The bats will come back, they will destroy that park, there's nothing in this report where it says how the trees in there have been destroyed and they never will be replaced – they were put there back in the war," he said.
"We could deter them from coming, but we're not doing that.
"The other councillors have voted for [the recommendation], and when the bats do come here and you see your park destroyed, well, you'll just go batty about it, I'll just sit back."
He said that, despite previous recommendations being adopted, some councillors had then, and still wanted, to implement some deterrent mechanisms instead of the entire raft of options put forward in September.
"You can see by the report, $36,000 there to get contractors in to do all the cleaning," he said.
"The cost there is way over the $17,000 for some sort of sprinkling system in there that could frighten the bats to go somewhere else."
Cr Monica Morse reminded the chamber that one of the key reasons deterrent and dispersal actions were voted against was because of the low success rate.
Upon asked, director of Engineering Services Darren Sturgiss, confirmed that implementing all the methods had just a five per cent likelihood of success.
"I can only suggest that having one measure only would be a less than five per cent success rate and the costs would have to be considered," he said.
"Certainly sprinklers alone would be unlikely to deter bats in the park itself."
