Councillors were faced with the decision on Wednesday night at an extraordinary meeting of Bathurst Regional Council.
Their vote came after a heated public forum, where people in the public gallery were given one last chance to comment on the modified DA.
As with the previous public forum, debate centred around the location of the track, not the modifications that councillors were voting on.
The original DA proposing a go-kart track for the top of Mount Panorama was approved in September 2015, with the modification proposal coming around 12 months later.
Councillors had to weigh up the cultural significance of Mount Panorama to the Wiradyuri community against the sporting and economic benefits the track would bring to Bathurst.
In the end, only councillors John Fry and Monica Morse voted against the proposal, with Warren Aubin, Bobby Bourke, Alex Christian, Jess Jennings, Ian North and Jacqui Rudge supporting the recommendation before them.
A loud cheer erupted from the public gallery when the decision was clear.
