Joshua Paul Amor, 34, of College Road, South Bathurst, appeared before magistrate Cate Follent in Bathurst Local Court.
Police facts tendered to the court told how Amor drove at 9.57pm on December 22 last year with a blood alcohol reading of 0.104.
The court heard Amor drove a Mitsubishi north on Panorama Avenue at a time when police were conducting random breath testing and road rule compliance.
Police activated all warning devices in an attempt to stop the vehicle for a random breath test and Amor stopped near the entrance of the lower car park of Mount Panorama.
Police introduced themselves to Amor and informed him his actions and the conversation were being recorded by the vehicle's in-car video.
A roadside breath test produced a positive result and Amor was arrested and taken into custody, where he underwent a breath analysis which recorded 0.104.
Police said the accused's speech was slurred and he smelled heavily of liquor and they formed the opinion he was affected by alcohol.
Amor admitted to having 20 drinks, comprising Great Northern beer and Jack Daniel's and cola, between 10.45am and 9.30pm, according to the police facts.
He didn't have any food during this time, according to the police facts.
In an affidavit handed to the court, Amor sought an exemption from an interlock order on the grounds of financial hardship.
In the affidavit, he said he understood if an interlock order was made he would be unable to participate in the program and the RMS would suspend his licence for five years for non-participation in the program, which he said would significantly affect his ability to earn an income.
Ms Follent convicted Amor and placed him on a community corrections order for 18 months.
An interlock exemption order was made, with Amor to undertake supervision and attend treatment as directed.
