A passing motorist alerted police to a male wearing a balaclava and acting suspiciously around the Mid Western Highway and Delaware Crescent area.
Police attended and located the male, who was then arrested and charged with several offences including possessing house breaking implements.
He will appear in Bathurst Local Court at a later date.
Handbag stolen from home in Kelso
POLICE are investigating a break and enter at a premises in Kable Close, Kelso on Saturday.
Sometime between 2pm and 6pm, while the elderly resident was asleep, an unknown person removed a flyscreen and gained entry to the premises.
They were able to steal a handbag without disturbing the resident.

Thieves leave property with television
UNKNOWN persons have forced entry to a property in Jagoe Crescent Kelso and left with a television.
The theft occurred sometime between 5pm and 11pm on Saturday evening.

Woman to appear in court for driving offences
A 29-year-old Bathurst woman has been charged with driving whilst disqualified and driving an unregistered vehicle.
Police were patrolling the South Bathurst area when the vehicle came under notice for travelling at well above the speed limit.
The woman will appear in Bathurst Local Court at a later date.
