The lined pedestrian crossing will be placed mid-block on George Street between Howick and Russell streets.
As a consequence of the crossing, Machattie Lane, which leads into the Bathurst RSL Club car park, will be permanently closed to traffic.
Council's director of Engineering Services, Darren Sturgiss, explained that it was a necessary measure.
"The decision was made to provide adequate pedestrian amenity and improve pedestrian access from the CBD to RSL car park," he said.
Work on the crossing is expected to start "within the coming months", but Mr Sturgiss could not give a definitive time.
He has previously said, as recently as council's May policy committee meeting, that work was intended to be finished this financial year.
The new George Street crossing will be in addition to other lined crossings near Kings Parade, with there being no plans to remove any of the ones surrounding the George and Russell Street roundabout.
"There are no immediate plans to remove crossings in this vicinity," Mr Sturgiss said.
"This will require modification to the blisters and splitter islands of the roundabout, which is not included in the current, nor the draft budget for 2019-20."
The installation of the crossing comes after a complete refurbishment of the George and Howick street intersection.
Work on that project was finished in late April and Mr Sturgiss said traffic improvements were already being seen.
"The traffic flow appears to have improved," he said
"[There's] no apparent change to pedestrian safety, noting pedestrians are to give way to traffic."
While the roundabout is ready to use, council has minor landscaping works to complete for the project.
