Under the proposed document, Bathurst Regional Council would reduce speaking time at public forums by one minute, as well as restrict discussion to items in the business papers for that night's council meeting.
Some members of the community feel that some issues would never get addressed if they didn't have the opportunity to shed light on them at public forums.
Now that the public exhibition and submission period for that document has ended, Parade hears that some members of the community took to more subtle measures to persuade council to change the document.
At the last public forum, on Wednesday, one of the key voices of the Mitre, Suttor and Lambert street intersection campaign - Dianne McNab - put in a little message at the end of her speech about the roundabout.
"I would also like to thank the councillors and council staff for the opportunity over the last two and a half years to speak at council meetings and bring this important infrastructure upgrade to your attention," she said.
"To quote one of our supporters, democracy does work.
"I trust that the opportunity to speak to our councillors and council staff on a regular basis at Council Meetings will continue long into the future."
Another woman also spoke about the importance of bringing opinions to council in regards to another matter they were speaking on.
