Lindsay pleaded not guilty to the single count in Brisbane Magistrates Court on Tuesday in relation to an allegation he corruptly agreed to receive money over a development application between August 2016 and September 2017.
Under cross-examination, Wayne Francis Innes said he offered Lindsay $1.5 million in relation to a development in Ebenezer.
The court was told Lindsay initially "brushed off" the offer and told Innes they would talk about it later.
Lindsay was charged in 2017 during a wide-ranging Crime and Corruption Commission investigation into the council.
