The scores were locked at nil-all after two halves of 20 minutes at Proctor Park, with neither team was unable to break the deadlock.
Western having the run of the chances but the Riverina goal keeper was up to the challenge.
But after a three-day tournament that featured seven games and just one win for Western, coach Gary Jones was pleased with his team's performance.
"I was impressed with their determination all the way along the tournament," he said.
"They should've taken a couple of their chances in the last game, but it didn't matter. They kept going and didn't give up."
Orange Primary School student and Western goal keeper Thomas Blowes was picked as the team's player of the tournament.
"I've never been one to highlight an individual in a team sport. But this award is a Western initiative," he said.
"It's an absolute pleasure to coach and I've enjoyed the fun pressure that has come with it. I've enjoyed it and I could even make a John Farnham-like comeback and be back in 2021."
Both Western and Riverina had finished second-last in their respective groups and the two teams were locked-in for a 11th-place play-off.
It took a while for a chance to come and in the ninth minute, Samuel Motley a chance from the corner, but the Riverina goal keeper made a smart save.
Western had the run of the chances but towards the end of the first half, Riverina warmed into the match and almost had a goal before the break.
In the opening minutes of the second half, Motley had another chance but was denied again by a diving keeper.
Halfway through the second, defender Lincoln Bouffler had a fantastic effort from just out the box, but the ball went just over the cross bar.
And a cross from Bathurst Public School's Hugh Thomas to Jy Kingham went over as well and Western finished locked at nil-all, with no extra-time or penalty shootout.
