Ohkuma was devastated by a tsunami in March 2011 and hundreds of the town's residents were evacuated following a partial meltdown of a nuclear reactor at nearby Fukushima.
Eight years on, the new town office has been built in a section of Ohkuma where there was no radiation. The new town will be built around this town office.
More than 100 Ohkuma residents returned to the town to attend the opening ceremony.
"The new office means that the former Ohkuma people can come here for any social gathering or social events," Bathurst sister city ambassador Fudeko Reekie said.
"The town officials hope that this will be the start of the former citizen's returning to the new Ohkuma Town."
