A survey was first posted to the Bathurst Regional Council website last month inviting the community to have their say on how they access the library and what could be done to improve services.
In addition, the library is also seeking any event or program ideas that could help enhance the venue's appeal in the community.
Bathurst Library manager Patou Clerc said the survey will give the library a fair indication of how effective their current programs are and where they need to improve.
"We're in the process of getting a strategic plan together for the next five years and we're interested to see what the Bathurst community would like to see developed at the library," Ms Clerc said.
"At this stage, we're still in the consultation process, so it'll be interesting to see what the results from the survey will tell us about our services."
From a staff perspective, Ms Clerc said the library is looking closely into programs that will encourage community outreach.
"We'd love to introduce more programs that celebrate Bathurst's history, as well as create more opportunities for children to engage with the library's environment," she said.
"The library is for the community and without them, this venue wouldn't exist."
Ms Clerc said the survey is ideal for members of the community who aren't regularly using the library.
"While membership numbers at this library are steady, there's a lot of people who struggle to visit regularly due to time constraints and distance," she said."
To address the factors of time and distance, Ms Clerc said an expansion of the library's online services could serve as the ideal solution.
"An online library can be open 24-7, which would open avenues for people who find it difficult to visit the library during opening hours," she said.
"We've already introduced e-books and a film stream service in order the answer the growing market for on-demand resources."
Bathurst Library underwent a $600,000 refurbishment 18 months ago to modernise the interior of the building.
