This is the second year Stephens has achieved this honour and will go onto Regionals at Windsor in the second week of July.
Stephens and Pauline Clark of Majellan won the District Senior Pairs but since Clark has booked a cruise Leonie McGarry is being given the opportunity to partner Merle in regionals.
Stephens and Clark were runners up last year to Hazelbrook but went one better in 2019 to defeat Beryl Evans and Barbara Watters of Lithgow Workies.
The open pairs were won by Julie Wilson and Mona Soergel from Lawson who defeated Sue Metcalf and Wendy Constable from Lithgow Workies.
Triples were won by Beryl Evans, Ruth Harries and Kathy Kenniff against another Lithgow Workies Team of Lyn Green, Cynthia Thornton and Barbara Watters.
Even though Evans' team won by a comfortable margin this did not reflect the calibre of bowls that was being played out on the green.
Open fours were won by Fay King, Lyn Bukelely, Pam Johnson and Danielle Marushko representing Lithgow City.
They defeated Lawnson's Pam Watson, Judy Mead, Christine Semmler and Kylie Wright.
Senior fours was taken out by Lithgow's Sue Metcalf, Ruth Harries and Irene Piasovili and mixed pairs victory went to Mona Soergel and Kevin Fitzpatrick.
