WHILE parking tickets for the city remain at a five year high, fine reversals in Bathurst are lower than the state average, according to figures from the RMS.

In the past four years just 1.82 per cent, or 135 drivers have had their council imposed fines reversed, compared to a slightly higher state average of 2.14 per cent, or 100,934 drivers state wide.
Among those who have successfully contested their tickets are drivers who after parking for a period, drove off and later returned to a similar area, and subsequently received an infringement notice.

However, a spokesperson for Bathurst Regional Council said while it tends to be more lenient than other councils, drivers can still receive a penalty notice if they return to the same parking sector or zone.
"The regulations for timed parking are under the Local Government Act, which allows councils to set the conditions," the spokesperson said.
"Many councils impose and enforce zonal or sector parking and this can extend to the area within two parking signs or an entire car park. In returning to the same parking sector or zone, they can still receive a penalty notice.
"Enforcement of parking zones by Bathurst Regional Council is not quite as strict as perhaps some other councils however, advice to motorists is not to return to the same parking zone or sector and certainly never to the same parking spot."
In the five years since council introduced its mobile parking enforcement car the number of parking tickets issued has increased.
In the 12 months (financial year) after mobile parking enforcement was introduced in March 2014, 1557 tickets were issued by council rangers.
By 2017-2018 Financial year that number had increased to 2159, and subsequent figures continue to grow.
Between January 1 and June 28 this year, parking rangers issued 1121 infringement notices in Bathurst. Of this figure 21, or 1.87 per cent, have received a caution (and no fine), and a further 16 have had no action taken against them.
Seven of the drivers were cautioned for failing to display their Mobility Parking Scheme permit, 10 were not actioned following a request / decision from the issuing authority.
Another two drivers received a caution following a request / decision from an issuing authority, three were not actioned due to a "continuous offence", one was also cautioned over a break down.
Another 11 drivers were cautioned for first offence for "non display permit".
