"It's great to see so many people out training on these beautiful Bathurst mornings," he said.
The jog, first run in 1976, has changed in many ways over the years, including a reduction in the distance to 7.5 kilometres, and its evolution will continue in 2019.
"This year will see transponders attached to participants' bib numbers to speed up the finish," Mr Hallahan said.
"The event will also be live-streamed by students from St Stanislaus' College and there will be more traffic control than before for increased safety."

The jog has had a challenging couple of years, running at a loss in 2017 and drawing 787 runners last year when the aim was 1000, but the committee is feeling positive about this year.
Those who enter the jog before Saturday, September 21 will pay $30 for adults or $50 for a family pass.
Every participant who completes the course within 90 minutes will go into the draw for a trip to Fiji, including five nights' accommodation at Sheraton Fiji, courtesy of Panorama Cruise and Travel and the jog committee.
Other draw prizes up for grabs for those who complete the course within 90 minutes will be two bicycles from Belly's Bikes and a television courtesy of Bathurst Betta Home Living.
Cash prizes for the male and female finishers will be $1000 for first, $500 for second and $300 for third.
Those who enter early will go into the early bird prize draw for $300 courtesy of Access All Loans.
As well, the draw prize in the walking section, courtesy of CityFit, will be a 12-month team coaching gym membership.
"The Bathurst business community have always been very supportive to the jog and local charities have benefited greatly in donations over time," Mr Hallahan said.
The Edgell Jog will be held on Sunday, September 22.
