A REPORT to councillors has recommended against granting a fee waiver to a mobile children's playgroup service for its weekly use of the Kelso Community Hub.

The Galloping Gumnuts Playgroup stops in at Kelso for two hours each Wednesday, providing a "supportive environment which encourages parents to learn to actively play with their children".
A letter to Bathurst Regional Council from Bathurst Community Health's child and family health team that formally requested the fee waiver said when Galloping Gumnuts started at Kelso in 2016 it hosted five children; now between 17 and 30 attend each week.

"[The] majority of the children are from vulnerable families that have limited financial resources," the letter to council states.
However, council's finance staff have recommended against the fee wavier of $1029 each year, saying the Hub is "utilised by a number of not-for-profit groups who are charged, and pay, the same subsidised fee".
Councillors will vote on the item at Wednesday night's monthly council meeting.
