Housing Plus submitted a development application seeking to demolish two existing dwellings and associated infrastructure prior to constructing the units at 48 Havannah Street.
The units would be used to provide more social and affordable housing in Bathurst.
A discussion forum was held on the proposal two weeks ago and in a new report to Wednesday's ordinary meeting of Bathurst Regional Council, consent has been recommended.
It comes with several conditions, which includes five amendments to the design of the complex.
Demolition cannot commence until a photographic record of the dwelling has been completed and submitted to council.
Housing Plus also needs to ensure that the brickworks can be salvaged after demolition.
All salvaged materials are to be stored in a safe and secure location with limited exposure to weather, vandalism and theft.
