Hope Charitable Group wrote to council to outline its plans for the fundraiser, as well as asking for a reduced sale price and "builders' terms" for the land sale.
Council blocks sold under builders' terms allow for a delayed settlement of up to 12 months and lodgment of a development application within three months of the exchange of contract.

Hope plans to build a family home on a block in the Sunnybright Estate, keeping down costs through the support of local tradespeople and suppliers.
The home will then be auctioned with all profits to be donated to Daffodil Cottage.
"We are planning to complete the new build in one of Bathurst's new subdivisions and auction the home during next year's Hope event," the letter to council stated.
"This home would be constructed by local trades at a reduced labour cost and carrying the cost of all services until the house is sold.
What do you think?
"Local suppliers will also be approached to provide materials at a reduced cost.
"Both the trades and suppliers have already been approached regarding the above ideas and have indicated strong interest and a commitment to providing their services and some materials free of charge or at a heavily discounted rate due to the beneficiary being Daffodil Cottage."
However, a report to councillors by corporate services and finance director Aaron Jones recommended against reducing the $210,000 asking price for the block of land.
"Council's land dealings are generally on a commercial basis and, accordingly, any reduction as requested is not in accordance with normal pricing practice," he said.
"Not withstanding this, it is within council's discretion to consider such a proposal."
But councillors adopted Mr Jones' advice, agreeing to offer builders' terms but not budging on the $210,000 sale price.
