The plan was revealed publicly in 2018 as council prepared to embark on an upgrade of the Howick and George street intersection.
In May of 2019, council said that work on the mid-block pedestrian crossing would commence "in the coming months".
Last week, council's Simon Armitage (manager, works) said there hadn't been a delay in the project and that planning is under way and quotations are being sought.
A timeline will be prepared once planning is finalised.
"The project is on track and was going to occur after major events such as the winter festival and Supercheap Auto Bathurst 1000, when the CBD is not so busy," he said.
Mr Armitage said the purpose of the project is to "provide adequate pedestrian amenity and improve pedestrian access from the CBD to RSL carpark".
Council has no plans to remove lined pedestrian crossings at the Russell and George street intersection after works at Machattie Lane.
