Multiple typhoons have hit Japan during the 2019 Pacific typhoon season, with Super Typhoon Hagibis alone resulting in more than 80 deaths last month and causing extensive damage.
Mayor Bobby Bourke said the letter sent to Ohkuma "is to express our city's thoughts" at this difficult time.
Bathurst has had a long relationship with the Japanese city, with the two being sister cities since 1991.

"Our communities have enjoyed an ongoing friendship over this long period of time," Cr Bourke said.
"The arrangement provides opportunities for residents from both cities to make professional, educational, cultural and personal links with each other.
"In addition, it provides for an understanding, cultural awareness, goodwill and harmony between our two communities."
Sending a letter of support is not an isolated event. Council sends letters to other cities as and when they are required.
