The award, which was named after the late club member Dave Carroll who passed away in 2005, is awarded to a club member that has shown outstanding contribution or support to others.
Ryan had previously been secretary of the Bathurst Cycling Club, as well as working as a state commissaire and race director.
She's also received a Bathurst Cycling Club life membership, a Jean Alexander Award and Bathurst Living Legend status.
Club president Marian Renshaw said the award is a well deserved one for Ryan, considering her character.
She is a person who has given a lot back in terms of selflessness.

"She is a person who has given a lot back in terms of selflessness," she said.
"Elaine has been at the club for 30 years. She's seen a lot of things happen, such as bringing forward women's racing in the 1980s."
She said the Dave Caroll Award is a prestigious one.
"I have been recipient in the past and it makes you proud to be a club member."
In 135 years of the Bathurst Cycling Club, no administrator has served longer as a executive than Ryan.
