As of Friday afternoon, only 498 tickets had been sold, while last year's match at Carrington Park match between Penrith and Melbourne attracted a record attendance of 10,973.
General admission tickets currently cost $35 for adults and $20 for children, while an allocated grandstand ticket is going for $50.
This year's match will be held on Sunday, May 10, with kick-off at 2.05pm.
It's expected that last year's Group 10 premier league premiers Bathurst Panthers will play in a curtain-raiser against Orange CYMS.
This year marks the seventh consecutive season that Penrith have brought one of its matches west over to the Blue Mountains to Bathurst.
