Played at Orange's Wade Park, Centennials won the toss and elected to bat, with Bulls putting on a total of 6-140, with opener Joel Gurney (44) and number four batsman Horton (49 runs) picking up the biggest totals for their team.
However, the win for Bulls was not enough, missing out on a top-four finals position courtesy of net run rate.
"It was good to get the win but I think our team is overly suited to Twenty20," Horton said.
"However, we did field really well in the win."
And while Horton's total with the bat was solid, his bowling performance was even better, as he ripped into the Lightning top order, dismissing four of the opening five batsman.
Horton's evening started with opener Jon Cronin, out for just one run, before claiming Wayne Sellers for just seven.
Next out was Lithgow captain and fellow opener Ben Sheehan (27), before Horton's fourth wicket - Andrew Fawbert (a duck) - had Lightning at 4-56.
Blake Caldwell did his best to rescue Lithgow out of trouble, but his team high total of 36 was not enough, with Bulls holding on for a four-run victory.
All up now, Horton is sitting joint-second on the most wickets taken tally for the 2019-20 Royal Hotel Cup season with seven (tied with Cavaliers' Chris Martin).
It's not a bad effort, having made the switch from Rugby Union to Bulls in the off-season.
"Over the off-season, Blake Aubin said he was looking for number and trying to get numbers together," he said.
"I've played with Blake and Kyle [Aubin] in representatives games before, so I thought, 'I'll have a season with them'.
"I've been really enjoy my time with the boys this season so far."
The Centennials Bulls versus Lithgow Lightning match was the last regular season match of the Royal Hotel Cup season, with all nine teams having played four games each now.
Bulls finished the season with two wins and two loses, with another three teams - St Pat's Old Boys, Bathurst City and Lightning - all finishing with the same statistics to end the season.
The top four finished with CYMS in first, Orange City in second, Cavaliers in third and St Pat's Old Boys in fourth.
The semi-finals begin on Friday, February 14, with CYMS playing St Pat's, while Orange City and Cavaliers will play on the following Friday on February 21.
The final will be played between the two semi-final winners on Friday, February 28, at Wade Park.
