Cr Morse is stepping down after 12 years on council but is keen ensure women remain represented in the chamber.
Cr Morse and Cr Jacqui Rudge have been the only women on the nine-member council since the last elections in September 2017 but Cr Morse was the only female councillor for the five years before that.

A briefing session for women interested in standing for council will be held in the council chambers from 5.30pm on Monday, March 30.
"We need to start now so that any person interested can start building a profile or, if they have been involved in community affairs, then they work together to plan a campaign," Cr Morse said.
"With women making up close to half of the town's population, it is imperative that they have local government representation so that issues such as planning for the future of the city can be debated by the council.
"I am also available to talk to anyone who is interested and give them a thorough background on how the council works and what is the responsibility of councillors.
"Also, anyone interested should attend council meetings to gain an awareness of how they are managed."
