Ms Burgess - a year 12 student at Scots All Saints College - has served on the Bathurst Youth Council, where she's the current deputy mayor, while also being heavily involved in the Bathurst Arts Council for speech and drama.
She was presented her award at a special award ceremony back in December - where Bob Cassidy received Citizen of the Year too - and said she was overwhelmed with emotion when she found out she had won.
"I was stunned," she said.
"I originally went to the awards ceremony because a part of that was the Bathurst Arts Council awards and I was in the top three. I had to perform and after I performed, they announced a scholarship which I missed out but then they announced the Youth Citizen of the Year.
"I'm really excited but it was a bit of a shock."
Ms Burgess was originally named as Youth Citizen of the Month back in August, after being nominated by her teacher Mr Wainwright.
The 12 young citizens that are named Young Citizen of the Month then go in the running for Young Citizen of the Year award.
One of Ms Burgess' major commitments is the Bathurst Youth Council, which she first became involved with back in 2018 and has been serving as deputy youth mayor since August, 2019.

Providing a voice for the youth of Bathurst was a big motivation for why she became involved with the youth council in the first place.
"I know at times that I've struggled and I wish someone was there for me," she said.
"If I had known there was someone like me on the youth council that I could speak to about issues I had, I would've found that great."
Speech and drama is something Ms Burgess has been dedicated to for over a decade of life now.
After recently acquiring her licentiate teachers diploma in speech, she now has the ability to be the principal of her own speech studio.
"I've done a lot for speech and drama and I've done speech and drama since 2009," she said.
"I've just passed my licentiate teachers diploma and last year I pass my associated teachers diploma."
Born and raised in Bathurst, Ms Burgess went to the old All Saints' College from transition to year 10.

Since 2019, she's been at the new Scots All Saints College, which was formed after the merge between her old school and The Scots School.
She's hoping to attend the Australian National University in Canberra next year and is interested in both journalism and law.
"After school I will hopefully get into ANU, but I don't really know what will happen," she said.
"I'm interested in either journalism or law but when I looked at the ATAR for ANU law the other day, I saw it's 98 and I was like, 'Wow, okay.'"
